13 Rule Change Proposals for 2014

These are 13 rule change proposals that the NFL's Competition Committee will present to the owners at next week's league meetings in Orlando, Fla:

1. Move kickoffs to the 40-yard line for safety and historic consistency reasons.

2. Expand instant replay to include personal foul penalties.

3. Eliminate overtime periods in preseason games for player safety reasons.

4. Extend the goalpost uprights an additional five feet above the crossbar.

5. Move the line of scrimmage for extra points from the 2-yard line to the 25-yard line.

6. Place fixed cameras on all boundary lines — sidelines, end lines and goal lines.

7. Permit a coach to challenge any official's decision, except scoring plays, to make more extensive use of the replay system.

8. Extend "roll-up protection" so that players are not allowed roll up on the backs and now the sides of opposing defenders' legs.

9. Allow the referee to consult with members of the NFL officiating department during replay reviews.

10. Reorganize NFL Rulebook Article 4 on the list of all plays reviewable by instant replay.

11. Remove the stopping of the gameclock on all sacks.

12. Enforce pass interference calls from the line of scrimmage instead of one yard beyond the line.

13. Enforce all defensive fouls committed behind the line of scrimmage from the spot of the foul rather than the end of the play.
